REPORT: Agricultural Land Market in Ukraine:
A Resilient Yet Evolving Landscape

🟨 🟦 The Ukrainian agricultural land market is steadily recovering despite the ongoing challenges of war and economic uncertainty. Insights from the "Analytical Overview of the Agricultural Land Market in Ukraine for Q3 and September 2024", funded by USAID, in collaboration with Chemonics International and the Kyiv School of Economics (KSE) – Center for Food and Land Use Research, highlight key dynamics shaping this crucial sector.

💡 Key Findings
Land Registration Progress: 74.4% of Ukraine’s total land area (44.9 million hectares) is now registered in the national land cadastre. This includes 77.2% (33.0 million hectares) of agricultural land.
Economic Indicators: The average normative monetary value of arable land is 28,924 UAH/ha, while the weighted average price for sale transactions is 45,128 UAH/ha. Average lease rates for municipally-owned agricultural plots reached 8,458 UAH/ha.

🚀 Market Growth: Q3 2024 witnessed a 29% increase in transaction volume (28,400 deals) and a 39% rise in the total area of land sold (62,700 ha) compared to Q3 2023.

💡 Recovery Momentum
The report highlights consistent growth month-over-month in Q3, following a record-setting Q2 2024. The steady recovery of transaction volumes and market stability reflects increasing confidence among stakeholders, although activity remains lower than pre-2022 levels.
The resilience of regions less impacted by active hostilities is particularly noteworthy. For instance, Poltava oblast achieved 3.24% turnover of its total agricultural land over three years—surpassing international benchmarks for market activity.

💡 Challenges and Opportunities
The war continues to impact liquidity and market activity, especially in conflict-affected regions like Kherson, Zaporizhzhia, and Donetsk oblasts. Moreover, Ukraine’s land turnover rate remains at 0.78% in 2024, compared to 1% in developed economies.

Nevertheless, the potential for growth persists. Recovery of occupied territories and continued modernization of the agricultural sector could unlock significant market expansion in the medium term.

This report underscores the need for targeted investments, policy adjustments, and infrastructure improvements to boost market efficiency. Ukraine’s agricultural land market, while constrained, has shown resilience and holds promise for sustainable growth.
